Here's why we have a "do nothing Congress":

The republicans in Congress would love to pass laws, like immigration reform, if only we had a president who would enforce those laws! Hint, hint!
Well, why don't they go home? He's got executive powers (like all president's have had) so it's not like he needs them. The republicans themselves declared him "King" and "The Messiah" way back in 2008 and they've been trying to convince the nation of this since then.
Well, at least they are trying to do something! See?
If they really believe this shit why are they making any pretenses of even trying to participate in the democratic process? Just go home, get your uniform on, fire on Ft. Sumter and lead your followers into battle. This one could actually even be about "state's rights". Yeah, sure, why not?
For chrissakes- what are all the guns and red states for anyway?
Civil War? Revolution? Whatever you people are trying to talk yourselves into, for whatever reason, either do it or shut the fuck up. This is still America. If you don't like it, run a candidate for president who will do what you say.
If that insanity happens, leave the revolution to us. We won't make a mockery of it. We'll make it count.

In essence they are packing it in and going home: stalling for the 2014 election.
It's easier to campaign on what one will do (whatever it takes to get (re)elected versus going back home and campaigning on your record.

I meant to but laziness got the best of me -- reading up and refreshing memory on why Truman wailed about the "do nothing" Congresses during his terms. I presume it was because of inaction on his "Fair Deal" (or whatever the label) initiatives. Details escape me.

Let's give credit where credit is due. Credit is the key word here. A few days ago this Congress did pass "clean bills" in the House and Senate to merge for Obama's signature.
Boehner and McConnell knew the writing was on the walls about any thoughts of creating buzz about credit defaults and the affects on the national economy (with shutting down the government still ringing in their ears) that business moguls and economists disdain.
They each did their part to quell stop-action by the Tea Party types. There was no wiggle room. Exception: Sen Cruz still had a card to play. Senate Republicans up for primary elections this cycle aren't happy about that.
That's about it for this Congress. It's campaign time!
